For Bachelor, Master, and Doctoral Studies:
Nationality: Open to international students from non-EU countries, with exceptions. Exclusions include:
- Citizens of Romanian origin or part of the Romanian historical communities in proximity to Romania (eligible for different scholarship programs).
- Citizens seeking or granted protection in Romania.
- Stateless persons are officially recognized to stay in Romania.
- Members of diplomatic and consular corps, and their families.
- Administrative and technical staff of diplomatic missions, consular offices, and their families.
- Staff members of international organizations in Romania, and their families.
- Those already receiving a scholarship from the Romanian state for the same study cycle.
Educational Documents:
- Must present study documents issued by accredited/recognized education institutions in their home country.
Enrollment Deadline:
- Must adhere to the specified enrollment deadline.
- Should have good educational results, with an average for the last graduated school of at least 7 (seven) on the Romanian scoring system or equivalent to a "Good" score.
Application Submission:
- Must follow the application submission methodology as outlined by the institution.
Age Limit:
- Not more than 35 years of age for Bachelor and Master Studies.

- For applicants who don't speak Romanian, a preparatory year is provided for studying the Romanian language before actual university studies, except for doctoral scholarship holders who have opted for the form of education in a foreign language determined by the doctoral school.
